A seasoned law enforcement officer with over 31 years of service in the Nigeria Police Force, CP Elleman hails from Kaugama Local Government Area in Jigawa State. He joined the force as a Cadet Assistant Superintendent of Police (C/ASP) on June 25, 1994.

His academic background is rooted in law, holding a Diploma, a Bachelor’s degree (LL.B Hons.), and a Master’s degree (LL.M) from Ahmadu Bello University, Zaria. He also attended the Nigerian Law School in Lagos and was called to the Bar.

Over the years, he has undergone extensive professional training, both locally and internationally, including at the Police Staff College, Jos, the National Institute of Police Studies (NIPS), and specialized courses in the United States, the United Kingdom, and South Africa.

CP Elleman’s career has seen him serve in critical positions across different agencies. He was O/C Legal and Prosecution in Taraba State between 1996 and 1999, the Pioneer Head of Operations at the Economic and Financial Crimes Commission (EFCC) in 2003, Director of Intelligence, Investigation, and Enforcement at the Federal Inland Revenue Service (FIRS) in 2009, and later the Head of the Inspector General of Police (IGP) Monitoring Unit in 2019 and 2023. Until his recent appointment, he was the Commissioner of Police in charge of Maritime, Lagos, from 2024 to March 2025.

Upon assuming office in Niger State, CP Elleman pledged to reinforce law and order, enhance public safety, and combat crime effectively.

He urged residents, community leaders, and stakeholders to collaborate with the police to achieve a more secure environment.

In a statement, the Police Public Relations Officer, SP W.A. Abiodun, called on the public to support the new Commissioner of Police in his mission to safeguard lives and property across the state.
